Newark, NJ The Harbor Assessment and Treatment Center View
The Harbor operates as an assessment and treatment center for male inmates at which the inmate’s risk/needs are determined and a treatment plan is implemented accordingly. Structured programming and services are offered throughout the day and movement outside of the facility is restricted. Upon completion of an average 45 to 60 days or programming at the assessment and treatment center, inmates are either assigned to a Residential Community Reintegration Program that will address their needs or are returned to a correctional facility as unsuitable for community reintegration at this time..
