Allegheny County Court of Common Pleas - Orphans' Court Division handles: decedents' estates (probate disputes, will contests, fiduciary appointments), trusts (creation/modification, accountings), guardianships of incapacitated adults and minors, adoptions and termination of parental rights, and related charitable/nonprofit matters. Public-facing services include: accepting and docketing petitions, inventories, and accountings; auditing and confirming fiduciary accounts; scheduling and conducting hearings, conferences, and adoption or guardianship adjudications; issuing citations, decrees, and compliance orders; maintaining Orphans' Court and adoption records; and, through the Clerk of Orphans' Court, processing marriage license applications and records. Protective functions include emergency and permanent guardianship orders and injunctions to safeguard estate or trust assets. Most matters are heard by a judge without a jury; county Jury Services administers juror summonses, with jury trials available only in limited will-contest proceedings.
