Directions: Travel North on Route 4 to Turner. In Turner, take a left onto Route 108. Stay on Route 108 to Rumford. The Mead Westvaco Paper Mill will be on the right. Continue on Route 108 to the traffic light, and go through that light and take the next right onto River Street. The courthouse is located on the right in the Municipal building (has town clock) next to the fire station. The front entrance is on Congress Street. (Take right at traffic light, then another right onto Congress Street by Dunkin Donuts
