Douglas County
Douglas County was created in 1883 from portions of Lincoln County. It has an estimated population of 43,189 and a land area of about 1,819.2 square miles. The county seat is the Town of Waterville.
The Douglas County court structure comprises a Superior, District, and Municipal Court. The Superior Court has jurisdiction over felony, domestic relations, mental health, probate, and civil cases. Douglas County Superior Court has a policy that all court proceedings are heard on Zoom unless the court requires an in-person appearance. The court has a Juvenile Division known as the Juvenile Court. It deals with cases involving minors under 18 years and processes other non-offender cases such as truancy, at-risk youth, and children in need of services. The Superior Court hears appeals from the District Court, Municipal Courts, and administrative agencies. The District Court conducts preliminary hearings in felony cases and handles misdemeanors, small claims (less than $10,000), traffic infractions, and civil cases with more than $100,000 disputes. The Municipal Court presides over traffic infractions, misdemeanors, and ordinance violations.
