Rock Island County
Rock Island County was created out of Jo Daviess County in 1831 and was named for the Rock Island, presently known as Arsenal Island, in the Mississippi River. The county seat, Rock Island, is similarly named after the county, while Moline is the largest city. An estimated 141,236 people reside in Rock Island County.
The court system of Rock County is served by two trial courts, namely: a circuit court and an administrative adjudication. The Rock Island Circuit Court, which is a court of original jurisdiction, hears all civil and criminal cases, excluding the general assembly redistricting cases and suits associated with the governor's capacity to function. It also shares concurrent jurisdiction with the Illinois Supreme Court over cases relating to mandamus, prohibition, revenue, and habeas corpus, provided the Supreme Court rejects jurisdiction. In addition, the Circuit Court also reviews the administrative orders of certain state agencies and hears appeals from the County Administrative Adjudication.
The Rock Island Administrative Adjudication, also known as the Municipal Code Enforcement System (MUNICES), provides county-wide adjudication of municipal ordinance violations. Typical cases include traffic tickets, disorderly conduct, nuisances, tobacco and alcohol offenses, pet violations, zoning and building code violations, littering, and property maintenance violations.
