Barrow County
Barrow County is located in the north-central part of Georgia. It was created on July 7, 1914. Its county seat is Winder and it was named for David Crenshaw Barrow Jr. who was a one-time chancellor of the University of Georgia. It comprises 92,792 people as of 2023 and spans 163 square miles.
Barrow County has a Superior, Juvenile, Probate, Magistrate, and several Municipal Courts. The Superior Court handles both criminal and civil matters. It records real estate transactions, manages jurors for grand and trial juries, and processes appeals to the Georgia Supreme Court. The Juvenile Court handles cases that involve minors committing crimes, such as traffic violation cases. It also works with court-appointed special advocates that monitor the welfare of children in detention. The Probate Court presides over the administration of the estate of a deceased. It handles the process involved in executing wills and issues permits for fireworks and explosives.
The Magistrate Court in Winder conducts warrant applications and bond hearings. It handles personal property foreclosures, garnishments, and dispossessory proceedings (landlord-tenant) cases. The Municipal Courts handle misdemeanor cases that occur within city limits and hold preliminary hearings, traffic violation cases, and noise complaints.
